FAQ :   Is that governor stable enough --?      

A :  Yes indeed ---BUT BUT BUT and one more but.

Why now ?   ---- because of Charlie , Frances and Ivan and what not.  Sorry Finland
UK , Norway , Denmark , Sweden  and so on . This is aimed at our American and 
Canadian friends mostly.

Nothing makes more sense to me , than to use all that knowledge and experience ---gained
from fooling around with Diesel Rabbits .    Use a VW diesel genset.
Shit you have the tools and what not ?  right.

So for Gary Bangs and Val Christian and  Yes Even Doyt Echelberger in OHIO   --was it not
Ohio power that shut down the system the last big black out ?
A stand-by set is a piece of cake to make. And if your pop-up toaster does not work?
you starve to death.   We have become too dependent on electricity. Hell I do not
even have a hand-pump for water any more.(stupid).
I have a 20 000 dollar well and NO hand-pump ?  ---one of these days.

By this time I was to have an answer to the governor question  --- but 2004 was a wipe out.

Based on lots of exposure to governors I say this.  :   With the throttle arm full forward.
Pedal to the metal.  It may be within range of say 4000 Rpm or 3600. The minimum regulated
RPM is not known at this time but you could check that --using your Rabbit. Adjust
the governor to absolutely minimum RPM and try it out. If you have to run it fast
use a belt drive.   You may be able to get a bit of power from running it at IDLE speed.
The governor will work there.----Sump pump ?  Fire pump ? sure.

If you can get hold of a VE pump Bosch ---- industrial --that is the best. The Rabbit pump
governor only regulates at idle and maximum. Pedal controls RPM in between.
It has to do with the way the internal bias springs are set up. A DIY remodel ? forget it.

Remember the 1.5L NA  does not take lightly to high cylinder pressures so run her FAST.
And note   --  the governor locknut and screw are LEFT hand threads.
