I'm not suggesting that you do a 10 mile run, just a few hundred yards:o)
In any case all literature that I see says that in the case of turbo failure te engine returns to N/A status. 
I say it would be a definitive test...
IF the fluctuation stopped then the 'effect' IS caused by a pumping [passing?] effect from the turbo and you WOULD know it was not the engine bearings.
If the problem continued then it is within the crank area etc.
It could be that this 'problem' is normal I will get you some results today from mine. I'll post this on the 'FANS to see if any of the BODs have any concerns...

  I see what you are saying, but I still do not think it is an entirely definitive test.  Perhaps the oil pressure issue is caused by back pressure on the turbine side of the turbo.  If so, then stifling the turbo would increase the backpressure, and the oil pressure effect.  Since I have swapped turbos without affecting the oil pressure, I think that the problem lies with the engine, and will focus my time there.  It would indeed be unfortunate to be testing the turbo oil supply and have a connecting rod poke it's head out of the case.
