[Vwdiesel] 95 ECO, GP's not working

VW owners manual for my 91 Jetta - 1.6L N/A says that if glow plug light comes on while driving, it is due to water in fuel. I think there is some kind of continuity circuit which conducts through water, but not diesel fuel, triggering light to come on. Try check & drain water separator. On my car it is under floor where fuel pump is mounted on gassers; just inboard of R/R wheel.

Well this morning they were acting a bit goofy for my wife.  She's driving down 
the road and the GP light started to flash a bit ( for some reason when she was 
turning a corner ).  Then when the car's straight, its fine.  She pulled over 
and called me.  I tell her to come home and switch cars.  On her way home, the 
GP light comes on for 30 sec  ( solid ) or so and then off.  Now when I go to 
start the car, I am getting nothing.  No dash light, and the GP's aren't drawing 
any power at all.  The main 50A fuse is ok, so I am thinking its the relay or 
something in the ignition switch ??  Thank god it isn't -40 out there .....
