[Vwdiesel] Diesel particulate filters make the grade in Alberta

I can't comment on all the chemistry of diesel cycles,
but particulates are incomplete combustion, including when
carbon remains unburned.   

CO is formed also by incomplete combustion, but is not a 
particulate.  In fact, CO is odorless and not readily visible.

While there may be CO when there are particulates, it does not
necessarily follow that when there is CO, there will be particulates.
