[Vwdiesel] Water separator(?) leak !

Is this fuel / water seperator something they put on
there because diesel fuel filters did not have a drain
for water collected back in the early 80's?

Humm, when did they do away with these or were they
only on Canadian Golf, Jetta diesels?
