Only if the flow to the orifice is constant. The vanes of the pump wear and
so fuel to the orifice is decreased in time. Flow through the orifice could
be the same even with a worn vane pump if the orifice is worn larger. So even
with exact same flow rate, the internal pressure could be remarkably less.
