Hagar,  Two summers ago, being the cheapskate that I am, I reused cylinder head stretch bolts & had one snap off in the block after the last torquing sequence. Not good. I put wooden dowel in lathe, made pilot to guide long drill bit & drilled hole in the piece left in the block. Hammered the handle end of flat file into hole & backed out the broken piece. VERY lucky & fortunate that I had cleaned bolt holes in block before assembly. Replaced all bolts one at a time - still OK two years later.  
I guess at worst I would have had to pull the head again if my extraction had failed. Not catastrophic in the long run.
