  For painting automotive plastics SEM makes a whole line of mix to 
spec paint.  Clean, use the "flexible bonding clear" then the color. I've 
found it scratches a bit easier than I'd like and the mixing code doesn't 
match the color swatches at all but a good paint guy can dial it in for a 
match. 
  My auto painter friend commented about exterior plastic...  They make 
an additive for paintin on plastic but he insists it's only more of one 
volatile ingredient already in one of the parts of the paint mix.  In a 
couple weeks it's all evaporated so they never bother adding it and 
have no problems.  
  I'd tend to interpret it all down to get it good and clean, maybe 
spray with a compatable solvent that in a test will soften the plastic 
and use about any GOOD paint.
