If it was me I would just run the thing. If it's been
sitting for a while then it could take even a tank or
two of fuel before settling down, at least in my
experience. Yes I would say you should take care of
the timing belt and then get a temporary permit on it
and drive it. I would really get on it and pust it to
see what it did.
