I have heard of several (and know of one personally that admitted to it) 
professional shops reusing stretch head bolts and not doing the customer return 
for the retorque of head after the initial 1,000 mile running period.  They 
considerred it an unnecessary hassle!  Perhaps that was the case with the rebuild. 
 If the customer didn't return for the retorque then it needs another 1/4 
turn on each bolt.  Can you contact the PO and ask if they ever had the final 
torque done?  If not, then I would try doing the final 1/4 turn. Just pray not to 
snap one off.  Still doesn't determine if the bolts were reused, yikes.  
Another reason I don't let others touch my engines.
