well that would only surface (case) harden them, but very ingenious.  Gotta
start with a higher carbon content steel in the first place...  you can't
get carbon to migrate into the steel much more than ten thou.  For wire, go
to your local hobby store, you can buy spring steel in small diameters
commonly called "piano wire" meant for landing gear and tail skids on radio
control planes. Bend to shape with two pliers.  If you need to heat to bend,
get the whole thing red and quench in oil after the heating/bending is
finished. Good stuff.  Don't forget to allow plenty of arch in the clip to
allow for adjustment.

Why not make some clips out of coat hangar wire... too soft?
save some chicken bones smash them up with a hammer  pack
the crumbs around the clips in an empty baked bean tin and
throw into the boiler furnace for a few hours. Remove and
anneal/harden
