Cruise has a relatively long time constant.  My guess is that the control
system for cruise, vs. a control system for a genset, are going to look 
quite different from a time constant stnadpoint.  Translated into electronics,
they could look the same except for values.  Translated into mechanical,
parts will have different masses, and springs will be different.  But
I'm not a control systems expert.

Having said all that, you could probably adapt a cruise controller to a genset,
but my guess is that frequency stability would not be good enough for many
applications.
