My understanding was a bill of sale constitutes a valid permit to
move the vehicle from purchase origin to home of purchaser one time.
At any rate, I've hauled a LOT of vehicles all over the US, and nobody 
even blinked once with no plates on it.  That includes a really NASTY
looking fairlane convertible from Texas to Michigan.  We're talking
rolling wreck here, and cops ignored me.
