The letter of the law here in the US is that it is illegal for a single tire 
of an unregistered or unpermitted vehicle to touch the pavement of any road.  

Most states will give a trasfer permit for a small fee that is good for a 
couple of days.

  I've towed a LOT of vehicles around her, even got pulled over once for 
some "instruction" even bs'd a couple times with the guys in the State 
Patrol inspection dept and never a mention of anything like that.  
  My "Instructions" were the driver of the towed vehicle (we were using 
a chain since it was only a couple miles) has to wear a seat belt, you 
DON'T drive on the shoulder.  Use the right lane as there is NO minimum 
speed limit.  
  I was thinking we saw a county cop within on the same road when we 
towed my daughter's '37 Chev truck in.  Can't get any more rough and 
unregistered and still towable than that!  Had been parked since '68 and 
the tires still hold air!
