	Fuel should flow.  If not then water is blocking.  These valves 
	tend to break in warm WX.  I've always been afraid to check it
	in cold.  The plastic gets brittle with age.

	Blowing compressed air into the tank from the fuel filter input 
	may help free a clog.  Done that.
