I've often found that high RPM loss of power is due to a clogged fuel filter.  That's where you have the most fuel flowing and
where the clogging is first noticed.  I've also observed excessive bubbles in the clear line leaving the filter when you rev the
engine about the same time.  After changing the filter, both problems were gone.
