Look for a crack in the short rubber hose that connects the metal exit line
from the fuel tank with the metal line that runs toward the engine
compartment. You have to take the connector hose off and bend it to see
the crack.
The other possibility is a pin-hole rust spot in the same metal line, that
is just large enough to suck air when the pump is pulling but to small to
leak fuel when the pump isn't running. I've had both those sources for my
bubbles. It took me a year to find them, and I'm not proud of that.
