Well, that sounds pretty normal. when you say puff of smoke at start, that
ranges from normal, to maybe injector pattern not as good as it was if it's
more significant. One glow plug out will do this when it's warm in summer,
but then it usually won't start as well on a cool morning. Since yours
starts well, it isn't that. To say you have a broken oil ring, the engine
has to be using oil. How much do you have to add? If it's insignificant,
then that's not the problem.
snap the throttle on a cold motor, it blows a large cloud of blue.... most
diesels will. If you slowly open the throttle with the ehgine cold, what
then? Snapping the throttle open gets more fuel in than can be burned at
that moment, particularly when things are cold. that's not really that
diagnostic.
So your engine has EGR. hmm. If you've never seen one before, get a look at
a 1.9 tdi intake from a 1997-98 Passat. Yours should look like that. If it
doesn't.... well... than you don't have egr. Take a look at Fred's tdi
pages to determine this. If that is indeed what you have, the intake
manifold might be coked up at the EGR admission point like any other egr
engine. take the intake hose off and peer down the intake with a
flashlight. if you see lots of black goo, the intake may have to come off
for cleaning.

Yes it is an EGR valve with vacuum controls on the
left fender. I have never seen one before.
On the smoke issue. When you first start it it will
blow a puff of blue smoke. If you run the engine at
+/- 2500 rpm there is no blue smoke but some black. If
you quickly snap the throttle it will blow a large
cloud of blue and then it goes away. At idle there is
no smoke at all. If you let it idle for a long time
it is the same as above. The car starts great! And
has all kinds of power. The oil and air filters have
been changed.
