[Vwdiesel] NA Rabbit tuning

I've got a NA, 5 speed '84 Rabbit with a 45 minute commute every morning.
I currently get 40 to 45 mpg ( The fluctuation occurs when my wife drives
it...I get about 45 normally) Top speed on the highways down here is 70mph,
and I'd like to increase my fuel mileage as much as possible...while still
being able to keep up with traffic.

What steps would you recommend? (preferably in order of impact)

A. I don't know what my gear ratio is, but I'll find out. Realistically,
Monday night. I've got graduations to go to this weekend. (The transmission
was replaced out of a junk yard a few years ago)

B. The car has about 250,000 miles on it, and the clatter has gotten
noticeably louder the last couple of months. It probably didn't help that
the air snorkel vibrated off and got itself eaten by the road.

C. I know my rear oil seal is leaking so the transmission has to come off
anyway.

D. I've considered starting up a BioDiesel still in the garage...but it is
far down my list of projects.

E. Yes, I know I'm supposed to look for the Hillbilly tuning...I haven't had
a heck of a lot of luck so far. Has anybody compiled it in one cohesive
piece?
