It is called turbo normalizing in aviation circles.  In theory as long 
as you never exceed sea level pressure the engine will be operating 
withing design parameters.  I would think that you would need a boost 
gage and an egt to ensure the engine stayed within the chosen specs, 
along with a different wastegate controller to keep the pressure down.  
Now if you were brave you could do away with the wastegate controller 
and just hook the wastegate up to a cable and have a lever inside the 
cab and set the pressures manually by the boost gage.  Seen it done this 
way on a Mr. RPM converted 680 AeroCommander.  Or you could set 
pressures like Cessna did for the 188 Ag series.  Just a big old needle 
valve for the wastegate.  If you needed more, or less, boost you landed, 
uncowled, and adjusted the needle valve.  Which for an airplane that 
would spend the majority of its time in one area it was a simple and 
effective way to set boost.
