I'd reloosen crank bolt so that you can turn cam and pump
together but separate from crank. You really need the cam
cover off too. Turn  c&p a little; nip up crank bolt then
retry turning crank and cam and pump to get to TDC. Then at
crank TDC  as measured from flywheel mark. Use something
flat  to check cam slot at back of cam.
You have obviously lost that infamous lug on crank sprocket
so what I'm suggestig is to treat the crank as if it was the
cam whilst treating the cam like it was a crank by locking
it with the pump....
Does this make any sense???
This I hope gets your timing correct....
Crank over by hand and if all clear; light the blue touch
paper...If you're lucky it will start up; if not  then  the
valves etc are faulty... Be sure to tighten crank pulley
securely and then when home renew it....
