  Sounds like an electrical "feedback" for the rear wiper relay 
activation terminal, through the brake light circuit.  Usually it's 
through a ground but this sounds more like it's getting power 
when active rather than losing a ground when active.  Put a test 
light in the rear wiper relay socket terminals and see which one 
goes hot or neg when the brakes are applied.  Then it's wiring 
diagram time to trace it out.  Usually around the tail lights or the 
fuse/relay panel.
