[Vwdiesel] 12mm bolts in 11mm head?

As per usual, my simple head gasket replacement just got a little more 
complicated...

It turns out my head is an 11mm head, with 12mm bolts installed, and the 
washers ground down to fit by the PO. It appears the holes may have also 
been reemed as well, but I'm not certain. The engine ran fine, with no 
serious leaks, just an external oil leak from the h/g. It is a CS block (1.6 
stock diesel Vanagon, presumably with 12mm head originally.)

So it appears I will need to grind down the washers on my new bolts as 
well... or is there some other option I haven't considered? (about 2mm 
needs to be removed).
