This a quote direct from EPA website; sounds clear to me. "Under any circumstances" pretty much covers it all.

  Of course a lot of these laws pertain to licensed professionals.  Such as 
removing a Cat. It's illegal, fineable, etc for a shop to do it but those 
fines don't pertain to an individual doing it.  There are OTHER fines for 
not having a Cat.  Likewise with freon.  It's not illegal to have it, use it, 

etc, but storing it and transporting it acoss state lines is a big fine.  
Interestingly though you're only allowed to "store up" so much, can't 
reuse it, can't dispose of it, and MUST send it to a reclaimer of which 
there is only one in the states.  You must send it across state lines, 
which is illegal!  ;-)
  For an inspection of your car's refrigerent they'd have to open the 
system which you need to be a licensed pro to do that, in most 
cases.  Not likely the SS inspector is a licensed refrigeration tech 
as well.  Usually a good way to get back at silly regulatinos!  ;-)
