[Vwdiesel] Installing t-belt without flywheel

Is there any good reason not to try installing my inj pump and t-belt without
the flywheel installed? The engine is still on the engine stand, and I would
like to install all the accessories before dropping it onto plywood and
attaching the flywheel and transmission.
I set it at approximate TDC when installing the head of course. I can easily
remove the oilpan, so should I use the rod/crank angle to determine exact
TDC for the belt install? I noticed that the crank can move back/forth a fair
bit at TDC without piston moving much at all, so crank angle would seem
to be more accurate than piston height.
