I haven't annealed anything so small but am very aware of how soft copper
gets and how water quench cleans the oxide on larger copper parts that I
braze with oxy-acetylene so I think flame annealing is a good idea, IF you
cannot get the original washer to re-seal. Try it first without heat
treatment.
If you anneal in a propane torch flame and quickly drop the entire washer
into cold water while cherry red the oxide will probably come off by steam
pressure. Quenching in water will make the copper maximally soft.
Don't overdo the heat time as there isn't much metal there. Just quick to
red and into the water. The whole operation should only take a few seconds.
