Actually,
These heat shields are ductile iron.
If you take a new one, place it on the tip of an injector, the
"inner"ring sits on the face of the nozzle and the 'outer' ring does
quite touch the face. Now do the same with a used one. The inner and
outer rings fit flush with the nozzle face.
Though they are cheap enough to have a quantity in hand, I have re-used
them on occasion. I used a #27 or 30 torx bit with a tulip shaped shank
and gently formed(read: beat) the inner ring out just a smidgeon to
approach that of a new one.
Get a little over-zealous with the reforming and these heat shields will
crack.
