[Vwdiesel] Cam sprocket

Why am I having a problem with my cam sprocket slipping on start? It was out
of time from my last post this morning, I loosen the cam rotated the engine
to TDC rotated cam to TDC and re timed everything. I even wiped the cam
sprocket off with carb cleaner as well as the cam, made sure both are grease
free and dry, then while holding the sprocket with my holding tool, I torque
the cam sprocket to 45lbft, tapped on sprocket and retorque again, it
tightened some more and I did it again and it didn't move. So I figure it is
good to go. Well it went from trying to start to no start. So I checked the
cam timing and it is slightly off. I also noticed that even though my pump
timing was set at .93mm it wasn't wanting to start but with the cold start
lever out it would hit. So I started advancing the pump (pushing toward the
engine) and it was getting better with each pencil line and then the cam
sprocket slipped. Do I need a new sprocket? Should I rough up the inside
of the sprocket and cam end with some 400 grit sand paper? The inside of the
cam sprocket is really smooth.
