13mm for the locking nut, slotted screwdriver for the adjustment. You're
needing a 13mm boxend with offset, the shorter the shaft the better (don't
go there!!! ignore your wife!!!) because it's tight clearance amongst all
the fuel lines.
Loosen the 13mm, and the entire housing turns CCW with it. Go CW to
increase fueling, CCW to decrease... easy does it, 1/16 turn is a bunch!
I do the adjustment without the engine running. I've heard that you are
vulnerable to shorting out the solenoid if you touch the wrong stuff in
close quarters. Personally, I have enuff of a hassle doing this with the
engine stationary, wouldn't even wanna think about making such a delicate
adjustment when the baby's clattering away trying to jump off the motor
mounts.
My understanding is that you wanna keep going CCW until there is no
noticable smoke in the rearview under full turbo boost. You'll find power
is down a bunch, but fuel economy is up a bunch too. When you go down on
fuel, idle speed will drop off. With the TD pump, the idle adjustment is
the screw that points upwards, between the pump and the block. CW to
increase idle speed, CCW to decrease. I think idle adjustment is different
on the non-TD pump.
I'm a hacker on this, but have gone from 44mpg to 50mpg with only a minimal
decrease in power.

Oil Filters: DO NOT USE FRAM!!! My nephew was plant manager at one of
their assembly plants, got them for free, and still wouldn't use them.
Bosch is good, as is Mann or Mahle.

Next to it there is an existing aluminum cover that has flats on it. Is that
what is turned before the slot? The IP lines, stop solenoid connector and
accelerator bracket are in the way.
