  As one of my teachers liked to preach.  It doesn't cost any more to put $10 
worth 
in the top of the tank than it does the bottom.  Fill it once then go back to 
your 
routine.

  Water gets into your fuel in two ways.  Condensation and directly.  Fill up 
in
 the rain or pump from a tank that has been and you'll experience direct 
ingress.  It'll either pump in or fall in the open lid.  One will obviously 
let in 
more than the other!
  The other is condensation.  That takes humidity in the air, a tank vent, or 

opening it to fill, a tank body temp that's at/below the "dewpoint" and 
space for the moist air.
  Closed tank systems willl allow less condensation than an open vent.  
Full tanks have much less room for condensation to form and have less 
damp air potential than a full tank.  Climate has as much to do with 
it (or more) than anything other than how full the tank is on average.
