Yes, there is.  Some call it the Fourth Estate (which I know is a name other use for other reasons).

When examining this question from inside of politics, we found that power lies within the hands of a small group of people who are neither elected by the people, or necessarily the party.  They may be employed by the government or not, but for sure they exist in a network of back-room power brokers who have the continuity necessary to BE the establishment.  Elected people soon find out that if they remain true to their principles, they will remain outside and on the back bench, where they can do little or nothing to reach ANY goal.  So, they soon sip from the cup, and it is an elixer beyond ALL other addictive drugs and habits, and "POOF", you have another crooked (at least compromised) politician.
