Thanks Andrew,
There is only one mark "notch" on the D24 pump sprocket. I found the email from Loren. I thought someone said something about 180 degrees off. I bet that is my problem. I just know it is. Thanks everyone for your help. Ill let you know.

It can be 180° off. The pump rotates one complete turn for each two complete turns of the crankshaft. On the VW there are two marks on the pump pulley 180° apart.
