It doesn't work on high either?
If so, it isn't the resistors, as high is straight through.
Might be the fan, or wires to the fan. Check fuses, if that's good, pull
lower passenger junk tray, and glove box, you'll see the wires. test for
power there.
If that's good, the fan is right there too. 4 more screws, and you have it
out.

Now that it's really cold, my heater blower fan decided to stop working.
This is a '92 GTI where the climate control is *I think* the same as my '86
Jetta. (that will be turbo diesel very soon since the engine is almost done
for) It's got a 1-4 fan speed rotary dial and a selector lever where; on
the left is zero fan, next three positions are A/C, and defrost on the far
right. I can hear vacuum things working when I move the selector lever, but
I get no fan action no matter the position of the lever or the dial. I can
jumper the fan switch wires and nothing happens to the fan. No, I don't
know if there are 12 volts at the connector though. I do know the fuse for
the fan motor is intact. I was just wondering if anyone out there has seen
this, or knows what might be going-on. It's amazing how such a small thing
can immobilize a car when it gets cold!
