[Vwdiesel] ROGRS, the glowplug killer disease

The random on glowplug relay syndrome  (ROGRS for short) is the most
common failure modality on early Rabbit glowplug systems.  The
backup instrument for observation is the dome light.  If you find that
your idle speed drops without explaination, turn on the dome light.
If that's dimming, at idle, you may very well be suffering from ROGRS.

Sort term fix, is put the relay in for starting, and remove for driving.
