After my research pointing towards the sensitivity to temp sender inputs on the relays, I started checking out my engine.  The 
sender was OK, I figured the wiring may be bad, so I ran a new wire and that did not help, either.  But in hooking up the wire, 
I did find the cause.  In my case, the plastic bit supporting the T terminal on the relay socket had broken.  While the socket 
looked OK and the relay seemed to plug in OK.  But if you looked closer, you could see the T contact push down into the socket 
as the relay was inserted since there was nothing behind it.  So I was able to glue the broken plastic back together and then 
insert the relay and viola, perfect operation.
