Rudy  for a real time calculation just measure the heights of each tyre and
wheel from ground to top WHILST on car.
 Better still from ground to  wheel centre which takes into account that
you may like driving with soft or hard tyres...
 Multiply both figures by 6.28 This will give you the two tyre
circumferences.
[Actually for the effective gearing difference you only need to take the
two heights to centre of wheels] and divide 14" figure by the 13" figure
then multiply by 100 and this number will give you the improvement eg 110%
