  Looks like maybe it'd been ridden hard and put away hot a few times 
too many.  (coke in the turbine side bearing).   Just chuck up the 
shaft gently in a drill press and take a little crocus cloth and oil to 
the shaft bearing surface. It should look about like new.  :-) 
  I think the rings seat agains the aluminum housing and spin against 
the other part (compressor end, shaft groves on the other end.  You'll 
just have to inspect it for a groove.  Radial cracks are the common 
thing to look for as I understand it.
  Kind of irrelevant if the rings/seals fail once the bearings are worn.  
Both 
need replaced and come with a kit.  :-)  The thrust is a little more critical 

than they look and it doesn't take much wear to be too much.  I remeber 
hearing about some sort of roller thrust bearings being available.  Then 
there's the ceramic ball bearings for faster spool up!  ;-)  That may only 
be a "machineable" upgrade though.
  Get out the dental picks and clean out the carbon through the drain hole.  
I found the cavity was a much different shape than it originally looked.  
Even after cleaning well, it looked like cast metal but it was carbon.  Can't 

remember if it's Garrett or KKK that the bearing area kind of sticks out 
into the oil section.  The other is a bit less "lumpy" of a casting inside.
