And that would be the $300 Billion Dollar question.

I guess a lot of these masochistic, poor bastards (that's what I'd call
people that returned to their ruins and rebuilt half a dozen times already)
will never learn.  And the really stupid bastards are the ones in
administration that keep giving them the money to do so without the
restriction of .."we'll give you the money, but only on the condition that
you build somewhere else on higher ground".
