VW has 2 kits for that pump, the diaphram and seals and a 2nd kit w/ the check valves.  It is usually one or the other you need, 
pop the cover off and have a look and see what the problem is and then get the right parts.  Also, consider venting the pump up 
to the valve cover by adding a tee fitting at the pump and the VC breather and rubbing some tubing between the two.  You can see 
the connecting hose just left of center on the picture below:
