[Vwdiesel] Darting to the left...

My 83 Rabbit 2dr has starting darting to the left and is not smooth at all in a left hand turn. Not darting to the right and smooth as silk. In my mind torque steer would pull to the right. So that narrows it to the suspension. The tires are new and I have varied pressure. That helped marginally. Any ideas? Struts, steering rack?

Any help is appreciated.
