[Vwdiesel] timing problem

OK folks, I am helping another listee, Ken Tolbert, to get a 1980  
Rabbit back to life.  I have helped him install a new timing belt  
after removing and replacing a leaking injection pump (lined up all  
the TDC marks on the engine, cam, pump, pump sprocket, flywheel).   
Now the fun stuff happens.  When I screw in my timing gauge and we  
turn the engine backwards, the gauge makes not one but two complete  
rotations (2 mm) plus some before coming to a stop.  Resetting the  
gauge to 1mm preload and zeroing it and then turning back to TDC in  
the correct direction of rotation results in the same amount of  
movement in the gauge.  If I loosen the pump and push it fully  
towards the engine, I get only about .2 mm of rotation, if I pull it  
forward it will rotate some and then stop before the engine has  
reached TDC.  Now I have timed a bunch of diesels over the years but  
I have never had a problem like this.  Any suggestions?  Hayden
