[Vwdiesel] Questions about belt alignment on 1.6TD motor from 92 Eco Diesel now TD

This motor has all the extras, air compressor and
power steering setups.  Wow, talk about brackets!
OK, After finally removing all the pulley's last
night, I saw what seems to be the issue for the timing
belt getting eaten
 and finally breaking on this Jetta I bought 6 weeks
ago.

It seems the crank gear is 1/4 inch to far in towards
the block?

When you look down from the top of the motor on the
pump sprocket, intermediate shaft pulley, idler pulley
and tensioner, all line up fine.
But, then when you get down to the crank sprocket, it
appears to be too far in towards the block.
Looking at the back side of the crank pulley shows
rather deep scraping from the edge of the belt.  This
belt was about 1/2 it's width before it broke.

How could this be?  It would seem as if a spacer is
needed behind the crank sprocket to move it out 1/4
inch, but I have 
never seen anything like that in a book.
