[Vwdiesel] Intermediate shaft pulley

The tension on the intermediate shaft pulley is maintained by the crank
driving the belt and the pump and cam resisting the motion due to springs
and fuel being pushed through a small orifice (nozzle).  I've never actually
tried to turn the int shaft by hand, but imagine that even with the belt
properly tensioned it wouldn't be too hard to do.  I'm actually more
concerned about the belt being too tight than being too loose, as if it is
too tight, the bushings in the pump and the intermediate shaft bearings will
both wear out in short order.
