Well, you can get the later model FF or FN transaxle with the 0.71:1 5th gear.  Then have a shop swap in a 3.67:1 ring&pinion 
gear from a gas transaxle w/ 3.67:1 final drive and put a 0.71 5th gear in it, whatever floats your boat.  Then stick the 
tallest tire you can fit on there, the 175-65R14 is 23" tall, you could try something like a 185-70R14 for another inch of tire 
height.  That would result in about 2370 RPM @ 65 MPH:
