[Vwdiesel] oil leak

I'm having a small oil seepage leak around my vacuum pump on my 91 ECO
diesel. I replaced the o-ring twice but it still seems to be leaking around
that seal. I have the pump clamped down tight as well.  Is there a better
set up I can go too?  Would cleaning it up and adding some permatex sealant
make a difference?  I didn't want to do anything until I asked on here in
case there was a good fix.  What gets me is I have zero oil pressure at
engine operating temp. (remember me mentioning this a while back) For that
to be leaking in that area, there has to be some pressure or why else would
it leak, right?
