[Vwdiesel] fuel leaks

I've been chasing fuel leaks for the last couple of weeks. The hose coming
to the fuel filter must have been installed before the engine. The clamp was
almost impossible to access and of course had a Phillips head. The return
hose, from the IP to the steel tubes was just replaced, yesterday, because I
was still finding puddles of fuel under the engine. I also have slower leaks
at the fuel tank. Is there a way to change the hoses on the fuel tank w/o
draining the tank, like wait until the tank needs filled and jack up the
rider's side so that the fuel won't run out? Why were the fuel hoses routed
from the bottom of the tank, up to the underside of the bed, and then back
down to go under the riders side seat area? Anyway, I've developed a leak in
the steel line where it comes down from the bed and is attached by a clamp
where the lines are vertical. I can't see the hole but I'd expect that the
steel line rusted through right at the clamp. Does anyone have any
innovative ways to secure leaks in steel fuel lines that don't involve
cutting the line?
