  Well, they don't kick out much so if you pulled it loose you won't get 
much. 
Just barely loosen it and you might get a spritz as it fires.  
  Does it still sound correct when you crank it over?  Sure sounds a LOT like 

a slipped timing belt.  
  A full pump should at least fire up a little bit, at least until the level 
drops 
down too far.
