try the IV drip. Container hung from the hood above, (Use a return tube too)
This will keep apump primed under any circumstances, so you can rule out all
the other uncertaities. .

You can draw fuel thru the pump, from inlet to return oytlet. Its like a
goose intestine in/out
 the real guts of the pump operates in a puddle at the bottom of the
housing, while fuel is lowing through the pump body above it. if it runs
this way, you have a transfr problem of some sort.

My guess is your shaft seal is leaky, which results in sucking air, more as
the tank gets empty, and the filter plugs up
