Can't comment on the A/C, except for an anctidote...
The owner of the Pizza Place I deliver for told me
about a diesel Rabbit his mom owned when he was
little.
He said he had a lot of fun being able to "push the
turbo button" which was nothing more than turning off
the A/C when they needed to pass or go up a hill.
For the Cruise Control, the VW systems are basically
self-contained. The pickup would be on the back of
the speedometer, and if you don't have one, there is a
provision for it to be attached by simply unscrewing a
small hatch.
Here are some pages I scanned out of a manual about
the Cruse system. There are a few small variances,
but they are essentially the same.
