Isn't 3 on the fan a full twelve volts going to the fan motor?  The other
speeds are just a reduced voltage to make it run slower. So if your not
getting full fan on 3 then that means it isn't getting any voltage at all.
At least that is how I see it.

I concur with Loren, and just fixed my resistor pack on another car that
only worked on high and now have all speeds again.  Now, I have the opposite
problem on my diesel vanagon.  Speeds 1-2 work, but not speed 3.  I thought
maybe there was a separate fuse for the high speed but not according to the
bentley, so is the problem in the switch on the dash or the fan motor
itself?
